This post is largely for historical purposes as the status quo has been restored on the matter of non-lawyer representation at Unemployment Compensation hearings. By action of both the
State Legislature and now the
Pennsylvania Supreme Court, non-lawyers may represent employers at U.C. hearings reversing the anomaly created by the earlier lower court's decision in
Harkness v. UCBR. The Supreme Court's decision may have some impact on other quasi-judical forums (like zoning appeals) where non-lawyer participants may arguably engage in the practice of law.
